Thomas
(Thom) Gilbert
Thomas Gilbert has
over 30 years experience in the telecommunications industry serving in various
managerial and consulting positions with Bellcore (now Telcordia
Technologies), Pacific Bell, GTE, NYNEX, and Bell Atlantic (now part of
Verizon Communications).
Mr. Gilbert, most
recently, has represented several major carriers as a technical witness before
state regulatory bodies in Maryland, North Carolina, Hawaii, and California.
In his capacity, Mr. Gilbert addressed major issues dealing with the cost of
collocation in local central offices. He was also a deponent on both recurring
and non-recurring cost studies.
Mr. Gilbert
previously served as a director at NYNEX and was involved in the
identification of $100 M in costs savings as part of a major departmental
re-engineering project. As part of this effort, Mr. Gilbert was instrumental
in securing funding for a $18 M interactive voice system as well as managing
the deployment of a intra-departmental force management system serving over
5,000 employees.
Mr. Gilbert also
possesses extensive experience in network and facility administration,
departmental planning, and service cost development. While at Bellcore, he
evaluated the application of intelligent networks, out-of band signaling, and
information retrieval systems for new telecommunications services.
Mr. Gilbert received
a Bachelor of Science degree in Electrical Engineering from Tufts University
and a Master of Business Administration Degree in Finance from Boston
University.
